These two twin brothers have had tremendous impacts on athletics at many levels in North Carolina. The two were outstanding athletes at Apex High School and then graduated from North Carolina State University. They went on to make major contributions to high school officiating. Jim played minor league baseball over a 12-year period, with a career batting average of .310, and also managed for seven seasons before working as a general manager and in several other capacities. He officiated high school football and basketball for over 20 years each. Joe played minor league baseball for six years, coached American Legion baseball in Raleigh for 10 summers, and enjoyed a tremendous career in high school officiating. He worked 40 years of high school basketball and 35 years of high school football. Both Mills brothers also enjoyed success as Atlantic Coast Conference basketball officials for many years but always stayed involved with the high school game.
