REGULATIONS


Regulations for Booking Associations:


1. All Booking Associations which are approved by the NCHSAA are to be under the supervision of the NCHSAA and abide by the NCHSAA Articles of Association and regulations. The Review and Officiating Committee of the NCHSAA Board of Directors has the power to administer whatever penalty it deems justified to any approved Booking Associations not following the NCHSAA Articles and regulations. It is the responsibility of each booking association to include provisions in its constitution for investigating and regulating inappropriate actions by officials

2. Contracts between schools and Booking Associations serving the schools shall be developed by the booking agent.

3. The NCHSAA Booking Associations shall not have membership requirements other than those stated in the NCHSAA regulations. No official is prohibited from voluntarily joining the IAABO or other such organization.

4. A Board of Directors for each Booking Association must be established and be comprised of at least the following members:

1 administrator from the central office of the Local Education Administration in the area being served by the Booking Association

1 principal or assistant principal from a school being served by the Booking Association

1 athletic director from a school being served by the Booking Association

1 coach of the sport being booked from a school being served by the Booking Association

4 officials from the Booking Association

Officers of the Booking Association are to be elected by the vote of the registered officials in the Booking Agency. Each booking association shall supply a copy of its constitution and a list of the board of directors to the NCHSAA Supervisor of Officials by July 1st.

5. Each local association is to have a Grievance Committee, as well as a Review Committee, to actively meet, evaluate and handle all problems brought before them by officials or with officials.

6. Approved Booking Associations that assign unregistered officials to varsity high school athletic events shall be fined $100.00 for each violation. If there is any doubt that an official is not properly registered, the booking agent should check with the NCHSAA office before making the assignment.

7. It is recommended that the fee paid to booking agents be sufficient to allow the booking agent or his or her designee to supervise, observe, and train officials. Booking agents in football and basketball shall not officiate varsity athletic contest, except under emergency conditions, It is recommended that booking agents in other sports not officiate varsity contests.

8. Member schools may use only NCHSAA registered officials. It is required that the schools also work through NCHSAA approved Booking Associations.

9. Those officials with the highest NCHSAA ratings are to receive first consideration for assignments in all sports. Mileage, mark-offs, and other pertinent factors may then be considered.

10. Selection of play-off officials: Booking Associations to assign play-off official will be selected by the Supervisor of Officials. Crews from a neutral Booking Association will be used, except that when the two schools competing use the same Booking Association officials from that Booking Association may be assigned. Designated booking agents are to furnish the officials based on the qualifications of the officials. The booking agents will then advise both schools, as soon as possible, of their assignments. Each coach may then request the booking agent to strike out one official.

11. A game assignment slip is to be received by each school prior to the contest. This is a responsibility of the booking agent making assignment.

12. Assignment slips for football play-off games are to be mailed to the NCHSAA office at the same time they are sent to the participating schools.

13. All Booking Associations will receive the same consideration in having their officials work in play-off games at the state level.

14. Booking agents are not to assign the same officials to the same schools for more than one football play-off game each season.

15. Class 3 or 4 officials shall not be eligible for assignment to play-off or tournament games for and of the NCHSAA member schools.

16. Booking agents shall be responsible for collecting local clinic data, local association meeting data, scrimmage data, and varsity games worked data, and entering this information onto the NCHSAA Officiating Site.

17. New booking associations (or replacments of exsisting associations or booking agents) will be considered for approval at the varsity level by the NCHSAA when schools and the proposed booking agency make such a request in writing and show that this service is needed. For services to be considered, a minimum of two conferences or 14 schools must make the request. Consideration will only be given after a careful evaluation of the existing booking agent and service being provided is conducted to determine whether a service is required. All decisions are subject to approval by the NCHSAA Board of Directors. All booking agencies that are approved will be charged a $100.00 fee. Approved booking associations in existence on May 1, 1994, must, no later than June 30, 1997, have contracted to serve at least two conferences or 14 schools in the sport(s) booked or the approval will be withdrawn.

**All approved booking associations will periodically be evaluated by the officials and member schools which are being serviced by the association. After each evaluation the NCHSAA will discuss any concerns with the booking agents, so to ensure that the officials and member schools are receiving the high quality of service the NCHSAA encourages.**

18. An NCHSAA board policy indicates that when an existing booking association changes booking agents, the booking agent cannot service multiple sports in the same sport season. Those booking agents that are presently servicing multiple sports in the same sport season are grandfathered, and given the opportunity to continue servicing multiple sports in the same sport season. As the booking agents retire or resign that association can no longer service multiple sports in the same sport season.



19. Football officials are required to be on the field dressed at least thirty minutes prior to game time. Basketball officials are required to be dressed and report to the score's table fifteen minutes prior to game time. It is recommended that all officials scheduled to officiate any athletic contest be dressed professionally when representing the NCHSAA at athletic events. The NCHSAA strongly recommends that officials working playoffs and/or state championships be dressed professional when representing the NCHSAA.

20. The referee/senior official is to be responsible for giving the visiting and home coach a card with the first and last names and positions of each official working varsity football games. This is to be done prior to the start of the contest.

21. All officials for sports other than football are required to print their first and last names in the visiting and the home varsity scorebooks prior to the game.

22. A NCHSAA official approved by a conference shall be accepted by a visiting school from any other conference.

23. The NCHSAA requires that coaches and officials not contact each other at half-time or following any contest except in emergency situations.

24. Ejection Reports and other reportable game incidents involving officials must be filled out online on the NCHSAA office within 24 hours or 1 working day after the contest. Failure to do so will result in a $25.00 fine.

25. The NCHSAA may deny an application for registration or may suspend or revoke the registration of an official at any time. If an official has been or is convicted or enters or has entered a plea of no contest, as an adult, of or to a crime if there is a reasonable and adverse relationship between the underlying crime and the continuing ability of the person to perform officiating duties in an effective manner; or, for any other illegal, unethical, or lascivious conduct if there is a reasonable and adverse relationship between the conduct and the continuing ability of the person to perform officiating duties in an effective manner; he or she is subject to have the registration denied, suspended or revoked.
NCHSAA officials are expected to abide by the code of ethics for officials, which includes proper, accepted social conduct. Reports to the contrary will be investigated and, if found to be true, the official may be suspended form the NCHSAA for a specific period.

26. Officials must work two years of sub-varsity competition before being advanced to varsity level competition.

27. If you wish to transfer from one booking association to another booking association without relocating, you must get your original booking association to release you from that association. The second association will need the release documentation.


REGULATIONS PERTAINING TO OFFICIATING


Regulations for Officials:

1. Regulations require all persons officiating high school varsity football, soccer, volleyball, basketball, swimming, wrestling, baseball, softball and lacrosse games to be registered with the NCHSAA. It is recommended that all varsity track officials be registered with the NCHSAA as well.
2. Registrations are effective from June 1 or the date received, whichever is later, through the following May 31.
3. It is required that all NCHSAA officials belong to an approved Booking Agency.
4. Officials rule book packages will be mailed for Football, Basketball, and Swimming.  All other sports will be given to officials by their individual booking agents.

5.  Officials must be 18 years of age and out of high school to officiate a varsity or JV high school game.


It is the responsibility of the booking associations to maintain the standards set by the NCHSAA. In order to supervise, recruit, improve, evaluate and regulate the officiating program for our high schools, it has been necessary to adopt certain rules and regulations which entail requirements by the schools, coaches and officials involved.

It is requested that all parties concerned cooperate in carrying out the following regulations, as adopted by the North Carolina High School Athletic Association.


Assaulting a Sports Official

An act to provide that it is an aggravated assault to attack a sports official: Assaults a sports official who is discharging his or her official duties at a sports event or assaults a sports official immediately after a sports event at which the sports official discharged his or her official duties. The following definitions apply to this subdivision: A. 'Sports Event.'--The term includes any interscholastic or intramural athletic activity in a primary, middle, junior high, or high school, college, or university, any organized athletic activity sponsored by a community, business, or nonprofit organization, any athletic activity that is a professional or semiprofessional event, and any other organized athletic activity in the State. B. 'Sports official.'--A person at a sports event who enforces the rules of the event, such as an umpire or referee, or a person who supervises the participants, such as a coach. The term includes a trainer, team attendant, game manager, athletic director, assistant athletic director, president, dean, headmaster, principal and assistant of a school, college, or university. This act becomes effective October 1, 1993, and applies to offenses occurring on or after that date.


Officials and Coaches:


1. NCHSAA member schools are to use only registered NCHSAA officials in all varsity athletic events.

2. Five officials are to be assigned to all high school varsity football games.

3. Booking agents shall supply schools which they serve a composite list of the officials, including addresses and telephone numbers (home and business) and social security numbers. The game assignment slip is to indicate the member assigned as driver for the crew. In case of a cancellation or postponed game, the home coach must contact the official who is the assigned driver or the booking agent relative to the canceled or postponed game. Provided, however, that the Booking Agency and the schools served may agree to an alternate "contacting system" that is equally effective.

4. For play-off or tournament games in all sports, only Class 1 or 2 officials shall be used. Officials must have attended the current NCHSAA state clinic and have scored 80 or better on the current exam.

5. When an official is reported to the NCHSAA office as being late for a contest, the Supervisor of Officials will contact the official involved. If the official is at fault, he shall be fined $25.00.

Officials should be paid based on fiscal school policy.

Schools Booking Fee to the Booking Association

Member schools shall pay the Booking Association $125.00 for the all varsity booking in a sport plus $75.00 per additional sub-varsity booking in the same sport. If same set of officials are used to work both varsity and sub-varsity contests only one booking fee.

Officiating Fees for Postponed Games

One-half fee for the game involved, as shown on the assignment slip, is to be paid each official in any athletic contest which is postponed after an official leaves for the contest. Once the game is under way and for any reason is called off, officials shall be paid the full amount. If the school neglects to advise the officials or booking agent of a postponed contest, a full game fee will be paid.
